Alberta’s winter utility rules are now in effect, limiting when electricity and natural-gas providers can fully disconnect residential customers during the coldest months.
Residential electricity service cannot be fully disconnected from Oct. 15 through April 15. The corresponding protection for natural gas begins Nov. 1 and continues through April 15.
A separate temperature safeguard applies throughout the year. A utility disconnection is prohibited when temperatures are forecast to fall below zero within 24 hours of the planned cutoff.
The rules provide seasonal protection from complete disconnection, but they do not erase unpaid bills. Customers remain responsible for charges and should contact their retailer early if they cannot pay the full amount.
Payment arrangements can be especially important for rural households, where electricity may also support water systems, livestock facilities, grain handling equipment and other essential operations. The residential protections do not automatically cover every farm or commercial account, so customers should confirm which meter and account type is affected.
The Utilities Consumer Advocate works with the Alberta Utilities Commission, retailers, distributors and provincial support programs to help disconnected customers restore service before winter.
Albertans can also contact the advocate for help understanding bills, arranging manageable payments or resolving a dispute with a provider.
The province lists 310-4822 as the contact number for the Utilities Consumer Advocate. Customers facing a pending disconnection should keep copies of notices, account statements and any payment-plan correspondence.
The seasonal rules create a minimum safety net during cold weather, but households can still accumulate debt while protected from full disconnection. Early contact with a retailer or the consumer advocate can reduce the risk of a larger balance when the winter period ends.
Electricity protections remain in place until April 15, while natural-gas protections run from Nov. 1 to the same date.
