Beef producers invited to weigh in on code changes

Canada’s beef producers are being encouraged to review and comment on proposed updates to the national Code of Practice for the Care and Handling of Beef Cattle, including expanded requirements for pain control during routine procedures.
The revised draft, released by the National Farm Animal Care Council in partnership with the Canadian Cattle Association, marks the first major overhaul of the code since 2013. Public feedback will be accepted until June 12, with the final version expected in 2027.
Among the most significant proposed changes is a requirement for pain control during castration, dehorning and disbudding for cattle of all ages. Under the current code, pain mitigation is only mandatory for castration in animals six months of age and older.
The draft also introduces new guidance surrounding branding, weaning practices, low-stress cattle handling, euthanasia protocols and monitoring animals during extreme weather. Additional recommendations address shelter from wind and cold, reflecting both evolving research and public expectations around animal welfare.
Industry leaders say producer participation will be critical in shaping the final document. The code serves as a national standard for cattle care and is widely used in programs such as Verified Beef Production Plus and sustainability certification initiatives.
The review was conducted by a multi-stakeholder committee representing producers, veterinarians, animal welfare groups, processors, retailers and government. Scientific research completed during the review process helped guide the proposed revisions.
