Golf carts roll into Clive under pilot project

Clive residents have a new way to get around town this summer — behind the wheel of a golf cart.
A provincial pilot program has made it legal to operate golf carts on public roads in the Village of Clive, provided operators meet specific requirements. Alberta’s Minister of Transportation and Economic Corridors signed a regulation on July 21, 2025, enabling municipalities to create bylaws for regulated golf cart use on select roads. Clive council passed Bylaw 570‑25 to support the initiative.
Under the bylaw, golf carts may be driven between April 1 and November 30, but only during daylight hours — defined as one hour before sunrise to one hour after sunset. Operators must be at least 14 years old and hold a valid Class 7 learner’s licence. Carts may not exceed their seating capacity, and towing is not permitted.
Annual permits are required for each cart. Registrants must carry a minimum of $2 million in liability insurance that specifically covers the golf cart. The annual permit fee is $60, and registration can be completed at the village office or online, with a small processing fee. All permits expire on December 31.
To remain part of the provincial program, the village must submit quarterly updates on the number of permits issued and report all collisions involving golf carts. An annual report, due by November 30, will summarize usage, incidents, and public feedback.
The program allows Clive to explore alternative forms of local transportation while testing their impact on community safety and road sharing.
