Lacombe County advances updated growth plan for Hamlet of Mirror

Lacombe County has taken another step toward updating the long-term vision for the Hamlet of Mirror after council endorsed the community engagement "What We Heard Report" and authorized administration to continue preparing a new Area Structure Plan.
The Area Structure Plan serves as the community's blueprint for future growth, guiding land use, housing, businesses, infrastructure and municipal services. Council's decision follows months of public engagement, including an open house, community survey and discussions with residents, landowners and businesses.
The feedback showed residents value Mirror's small-town atmosphere, quiet lifestyle and strong sense of community, while also recognizing opportunities to attract new residents and investment.
Housing emerged as one of the most common topics. Many participants supported a broader range of housing options, including smaller homes, seniors housing and opportunities for young families. Residents also emphasized the importance of encouraging infill development and making better use of existing vacant lots before expanding the hamlet.
Economic development was another recurring theme. Participants expressed interest in attracting additional businesses and services that meet local needs while creating employment opportunities. Many also supported policies that make it easier for businesses to establish themselves in the community.
Infrastructure improvements were identified as a priority. Residents pointed to the need for continued investment in water and wastewater systems, roads, sidewalks and recreation amenities. The County recently completed a detailed study of Mirror's underground water and wastewater infrastructure, information that will help determine where future development can be supported.
The report also highlighted the importance of maintaining parks, open spaces and community gathering areas while preserving Mirror's rural character.
Mirror became a hamlet under Lacombe County's jurisdiction on Jan. 1, 2004, when the former Village of Mirror dissolved. The original Area Structure Plan was adopted in 2007 and has since undergone several updates, with the most recent major revision completed in 2015. The current review is intended to modernize planning policies, address outdated zoning inherited from the former village and align future development with the community's vision.
Planning staff will now use the community feedback to prepare a draft Area Structure Plan, which will return for further public review before a final version is presented to council for adoption.
