Town of Coronation council gives green light to solar panels

Below is a rundown of several decisions and discussions held at the Town of Coronation regular council meeting Feb. 23:
Coronation town council approved an amendment to Land Use Bylaw 2026-709 with the addition of Renewable Energy Systems at its regular council meeting on Feb. 23. This will make it possible to install roof-mounted solar panels without requiring a development permit.
It was stated in the request for decision (RFD) that a development permit is not required due to the unnecessary paperwork it creates. However, building and electrical permits are more important in ensuring the proper installation and use of renewable energy systems.
The amendment also included the creation of a general land-use regulations subsection for renewable energy systems and replaced the definition of renewable energy systems.
Getting the word out
Advertising Bylaw 2026-708 was approved to establish alternate and supplementary methods for advertising statutory notices in the Town of Coronation to permit online advertising and flyer distribution. This was necessitated due to the Canada Post strike in late 2025, noted Chief Administrative Officer Delayne Golby.
The bylaw prescribes acceptable advertising methods, including newspaper publication, website posting, social media, direct mail and electronic subscription notifications. This provides flexibility in emergency or short-notice circumstances.
A public hearing prior to the council meeting was held for both bylaw changes in accordance with Municipal Government Act (MGA) rules, with no submissions, either written or in person.
Planning services
Devin Diano of Palliser Regional Municipal Services attended council and presented a reorientation session on Palliser’s services and planning-related processes, available resources and current planning initiatives intended to support both new and returning members of council.
PEPS requisition
Council approved the motion for the 2026 requisition from the Paintearth Economic Partnership Society (PEPS) in the amount of $30,000. Council had held off on approval until the Town of Castor confirmed it would rejoin PEPS. The vote was 4 to 1, with Coun. Ron Checkel opposed.
“They should have a budget for what they want to spend,” said Checkel, clarifying that the group should have such a document before bringing requests to council.
The CAO expressed that a budget is expected now that PEPS knows what it has to work with.
PEPS has implemented a revised flat-rate membership model due to the loss of a major funding contribution.
