HIGHLIGHTS OF THE REGULAR COUNCIL MEETING


OCTOBER 9, 2025


PUBLIC HEARING BYLAW NO. 1442/25


A public hearing was held for Bylaw No. 1442/25, a bylaw of Lacombe County to adopt an off-site levy for land that is to be subdivided or developed within the South Sylvan Lake Area.


The South Sylvan Lake Area Off-Site Levy Bylaw allows for an off-site levy to be imposed to recover costs associated with upgrading County roadways from gravel to paved asphalt and completing intersection improvements within the area.


Following the public hearing, Bylaw No. 1442/25 was given second and third reading and so passed.


PEACE OFFICER EXEMPLARY SERVICE MEDAL


Manager of CPO Services, Mr. Mark Sproule, was awarded the Peace Officer Exemplary Service Medal, an award that recognizes peace officers who have served in an exemplary manner,characterized by good conduct, industry and efficiency.


PLANNING SERVICES UPDATE


Council received an update on the activities of the Planning Services Department for the month of September 2025.


2025 CERTIFICATE OF RECOGNITION (COR) MAINTENANCE AUDIT


The County’s 2025 Maintenance Certificate of Recognition (COR) Audit and Psychological Health and Safety Audit, Level 11, results were presented to Council.


DAN KYNCL AND HARVEY BRINK – PRESENTATION REGARDING FIRE INVOICING


Council received a presentation from Dan Kyncl and Harvey Brink regarding their concerns with

Lacombe County invoicing for fire department responses.


ROAD CONSTRUCTION PROGRAMS – POLICY REVIEW


Council approved the revised OP(2) Road Construction Programs policy.


2026-2030 LONG-TERM ROAD CONSTRUCTION PROGRAM


Council approved the 2026-2030 Long-Term Road Construction Program. A total of 28 projects were reviewed through an evaluation process, with 10 projects approved for addition to the current schedule.  This adds 23.5 miles of road construction, bringing the total to 55.5 miles over the five-year program.


PARKLAND REGIONAL LIBRARY – PROPOSED 2026 BUDGET


The Parkland Regional Library Proposed 2026 Budget was approved as presented.

YEAR-ROUND FIRE PERMITTING


Council deferred further discussion on year-round fire permitting pending a review of fire permit

Conditions.


2025 PROPERTY TAX PENALTY CANCELLATION REQUEST


A motion that Lacombe County approve the tax penalty cancellation of $212.58 on Tax Account No.4003022001 did not receive Council approval.


REQUEST FOR LETTER OF SUPPORT FOR BRIDGE FILE 01423 PROVINCIAL FUNDING


Council approved sending a letter of support to the Minister of Transportation and Economic Corridors regarding the three-span concrete girder standard bridge over Parlby Creek, which is in poor condition.


The letter will request funding for the replacement of Bridge File 01423 in 2026.

Council approved a total of $98,070 in additional FCSS funding to the following community group agencies:


Alix Family and Community Support Society $1,500

Alix Mirror Wellness Supports Society $18,355

Bentley Community Services $13,690

Big Brothers Big Sisters of Lacombe and District $6,000

Town of Blackfalds Abbey Centre Camp Curious $4,000

Town of Blackfalds FCSS – Seniors Programs $4,000

BGC Wolf Creek Lacombe $2,500

Eckville Recreation Board – Summer Camp $2,000

Eckville and Community Youth Society $2,500

Eckville & Area Children’s Playgroup $2,000

Friends of Mirror Library Society $5,400

Lacombe and District FCSS $26,125

Lacombe FCSS (Clive, Mirror, Tees Playground) $4,000

Youth Unlimited Central Alberta $6,000


TOWN OF BLACKFALDS AND LACOMBE COUNTY INTERMUNICIPAL DEVELOPMENT PLAN / INTERMUNICIPAL COLLABORATION FRAMEWORK COMMITTEE – TERMS OF REFERENCE -REVISION


Council approved the revised Town of Blackfalds and Lacombe County Intermunicipal Development Plan / Intermunicipal Collaboration Framework Committee Terms of Reference.

BYLAW NO. 1444/25 RATES AND FEES BYLAW AMENDMENT


Council approved first, second, and third readings to Bylaw No. 1444/25, the Lacombe County 2025


Rates and Fees Bylaw.


The amendments include the addition of a maximum fire suppression response fee cap of $10,000 levied on responses to properties classified as residential or farmland.


The cap does not apply to:

1. Responses involving properties of non-County residents, ratepayers, businesses, etc.

2. Responses:

a. to a fire that was ignited during a fire ban,

b. to a fire that was ignited without the required fire permit being obtained, and

c. to a fire that was ignited with the required fire permit but a condition of the permit was

not complied with.


A resolution to retroactively reimburse invoices exceeding the $10,000 cap, retroactive to January 1, 2021, did not receive approval.
