HIGHLIGHTS OF THE REGULAR COUNCIL MEETING SEPTEMBER 25, 2025
FIVE-YEAR BRIDGE PROGRAM
Council approved the Five-Year Bridge Program, including the 2026 capital bridge projects. The
proposed replacement projects for 2026 are as follows:
• 70458 – Range Road 3-0 south of the Centerview Road
• 1177 – Lakeside Sargent Road just west of Range Road 25-0
• 1966 – Range Road 25-2 south of Highway 11
Funding will come from the County’s Bridge Reserve and from grant funding, if applicable.
2026 PAVING PROGRAM
Council approved the Five-Year Paving Program and authorized the County Manager to tender and
award the following capital paving projects for 2026:
Hamlet of Morningside
Milton Road (Hwy 2A – Clive
Milton Road (Alix North – Hwy 21)
Old Milton Road
Clive North Access
Wilson’s Beach Access Road
Smythe Subdivision & Cul-de-sac
Roth Subdivision
Will/Vande Bunte Subdivision
Funding will come from the County’s Paved Road Reserve.
WHISTLE CESSATION – LAKESIDE SARGENT AND HIGHWAY 2A
Council approved discontinuing train whistle use at the Lakeside Sargent and Highway 2A crossing,
located at Leduc Subdivision mile 13.54 in Lacombe County, except in emergency situations.
ENDORSEMENT OF CLEARWATER COUNTY RMA 2025 SPRING RESOLUTION
Council agreed to second the Clearwater County resolution titled Increased Police Enforcement in
Rural Alberta to Deter Crime which will be presented at the Central Rural Municipal Association Zone
meeting on October 3, 2025, and, if approved, will be submitted for consideration at the RMA 2025 Fall
Convention.
ORDER TO REMEDY: DECK ENCROACHMENT APPEAL
Council approved varying the Order to Remedy issued June 26, 2025, for the property at Descriptive
Plan 1425728, Block A, Lot 7, amending the required action to remove the structure and restore the
land to its natural state by October 31, 2025.
2026 COMMUNITY SERVICES CAPITAL EQUIPMENT PURCHASES
The County Manager was authorized to tender and award for the 2026 Community Services capital
purchases and dispose of/transfer used equipment at an estimated value of $171,040. Funding will
come from the Fleet and Equipment Reserve.
AUTHENTICCITY PRESENTATION – ABMA PIT CONCEPTUAL RECLAMATION DESIGN
Council received a presentation from Authenticcity on the Abma Pit Conceptual Reclamation Design.
RANDY GILL - PRESENTATION REGARDING RURAL ADDRESSING
Council received a presentation from Randy Gill regarding rural addressing.
MUNICIPAL FOOD WASTE DIVERSION PILOT PROGRAM
Council approved that Lacombe County participate as a partner municipality in the 2026 Municipal
Food Waste Diversion Pilot Program at a cost not to exceed $12,000.
2025 ENVIRONMENTAL ACTION PLAN UPDATE
Council received an update on the progress and initiatives in the 2025 Environmental Action Plan.
FIRE DEPARTMENT RESPONSE FEES CAP
Council directed the County Manager to complete the necessary bylaw amendments to provide for a
cap of $10,000, excluding third-party costs, for fire department responses for Council’s consideration at
a future meeting.
OPPORTUNITY FOR MEETING WITH MINISTER OF TRANSPORTATION AND ECONOMIC CORRIDORS
Council directed the County Manager to submit a meeting request for Council to meet with the
Honourable Devin Dreeshen, Minister of Transportation and Economic Corridors, during the 2025 RMA
Fall Convention.
